Its hereby kindly informed that the details of the Items no: 1, 2, 3, 4, 9 11, 13, 14, 15, 17, 19, 25, 26, 27, 35, 36, 39 and others given in the procurement notice on 02/04/2025 are amended and these details are valid for further procurement work. The amended details are published in web site www.prda.cp.gov.lk of Provincial Road development Authority- Central province and kindly request to refer the web site.

Bids are invited for the Construction works & Material Supply from the contractors registered in Construction Industry Development Authority (CIDA), under roads, buildings, Servises or Valid Business Registarion as requiredby the chairman, of the procument committee of Ministry of Road Development, Transport Power & Energy and Housing & Construction, Central Province. Prospective Bids which are Rs. 5 million or over Rs. 5 million should be registered under the public contract Act No. 03 of 1987.

- The above-mentioned details must be included in the requesting letter. Incomplete letters will be rejected without a prior notification. The non-refundable tender fee must be deposited into Account No. 158100110000022 at Peoples Bank, in the name of the General Manager, Provincial Road Development Authority.
- Request letters for bid documents via email will not be accepted after 1:00 PM on 28.04.2025. Bid documents will be emailed to the bidders from 03.04.2025 to 4:00 PM on 28.04.2025, to the email address mentioned in the requesting letter.
- A pre-bid meeting will be held on 04.2025 at 10:30 AM at the Provincial Road Development Authority, No. 09, Ehelepola Kumarihami Mawatha, Bogambara, Kandy.
- The complete bid document sent via email should be printed in two copies. The bidder must submit the duly completed bid documents in duplicate, placed in separate envelopes, indicating the contract number and the name or particular tender on the top left-hand corner of each envelope, with "original" and "duplicate" clearly marked. These envelopes should then be placed in a sealed separate cover and sent to reach the following address: Chairman, Procurement Committee, Ministry of Road Development, Transport, Power & Energy, and Housing Construction, No. 109, Yatinuwara Veediya, Kandy, either by registered post or by depositing in the tender box on or before 10:30 AM on 04.2025.
- Bids will be opened immediately after the closing time at the Ministry of Road Development, Transport, Power & Energy, and Housing Construction, at the above address. Bidders or their authorized representatives may attend the bid opening.

The contractor’s performance on previous contracts under the Provincial Road Development Authority will be considered before awarding new contracts. Additionally, relevant Public Finance Circulars issued by the Ministry of Finance regarding procurement works will be considered. Furthermore, the final decision on awarding more than one contract to a single bidder will be made by the Procurement Committee.
All supporting documents provided by the bidder with the bid must be accurate and in accordance with the instructions in the bidding document. The bidder will be fully responsible for the accuracy of these supporting documents, and any incompleteness may result in the rejection of the bid. The Chairman of the Procurement Committee reserves the right to reject or not award any tender or all tenders without providing reasons and is not obligated to accept the lowest bid. The time for awarding will be determined by the Procurement Committee.

CONTRACT NO. CPC/PRDA/FA/GCC/TEN-O1
Title: Call for bids for “Operating Lease” to Operate, Manage and Maintain “Gampola Commercial Centre (GCC)” situated at Nuwara Eliya Road, Gampola for a period of 15 years.
- Provincial Road Development Authority, wish to invite sealed bids from eligible Bidders to submit bids in accordance with bid documents to operate, manage and maintain the Gampola Commercial Centre (GCC) at Nuwara Eliya Road, Gampola on operating lease basis for the period of 15 years and the Chairman of the Procurement Committee is the authorised person to invite aforesaid invitation of the sealed bids.
- The commercial centre is a newly constructed Building which (super structure) is designed with modern state of the art technology belonging to the Provincial Road Development Authority which seeks to provide an outstanding shopping experience for its citizens and visitors who visit to the city of Gampola and travel to Nuwara Eliya, Kotmale, Hatton and Nawalapitiya via Gampola.. Its operation will be an unique concept in Sri Lanka providing diverse facilities of high standard under a single roof. This commercial centre consists of 5 floors including basement vehicle park and open roof top area for ample space for shops, Offices, Restaurants, Banks, entertainment and functions with two staircases and two lifts.

- The total floor area of the Complex is approximately 25,000Sq. ft.
- A complete set of bids documents in English language could be purchased by interested bidders on the submission of a written application on a business Letter Head to the General Manager, Provincial Road Development Authority Head Office, No 09, Ehelepola Kumarihami Mawatha, Bogambara, Kandy, from 25/09/2023 until 25/10/2023 in normal working days from 09:00 a.m to 03.00 p.m hours. The bid documents shall be obtained upon payment of a non-refundable fee of 25,000/- in cash to the Provincial Road Development Authority.
- Only eligible bidders with the following key qualifications should participate in these bids.
- Should be a company registered under the Companies’ Act NO. 7 of 2007 of Sri Lanka or a partnership registered under partnership Ordinance No.21 of 1890 or a joint venture partnership formed in Sri Lanka, with one (01) Joint Venture partner being a Sri Lankan and should be a major partner
- If a company/Partnership registered it should be registered legally in Sri Lanka,
- The company/ Partnership should be commercial operation for last 3 years.
- The Company / Partnership shall have minimum average annual operational revenue (turnover) of 100,000,000/- (Hundred Million Sri Lankan Rupees) for the last 3 years and should provide last 3 years of Audited Financial Statement together with the proof of income tax remittances.
- If a joint venture partnership, in Sri Lanka, is a major partner it shall have a registered business in Sri Lanka, More fully set out in clause 5.1 above.
- Number of partners of the Joint Venture should be less than or equal to three and shall provide Audited Financial Statements of all parties for the last 3 years.
- Average aggregate Annual Operational Revenue (turnover) of the partners should be not less than 100,000,000/- (Hundred Million Sri Lankan Rupees). Average Annual Operation of the major partner should be not less than LKR. 60,000,000/- (Sixty Million Sri Lankan Rupees) for the last 3 years.(Turnovers for foreign partners’ will be converted to Sri Lankan Rupees based on the selling rate of US $ published by the Central Bank of Sri Lanka as at the end of each financial year.)
- The name of the bidder or any partners of the Joint venture and the partner of a partnership should not appear in the CRIB report & crib report should be submitted with bid documents (Credit Information Bureau of Sri Lanka) as a defaulter.
- The bidder shall have financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means (other than any contractual advance payments) of not less than LKR. 50,000.000/- (Fifty Million Sri Lankan Rupees) to meet the cash flow requirements to cover the overall cash flow requirements for this contract and bidder’s current business commitment.
- Bidder’s or Bidders’ designated representative(s) is/are compulsory to attend a pre-bid meeting which will take place at the Gampola Commercial Centre Nuwara Eliya Road, Gampola on 10/10/2023 at 10.00 am
- Pre Bid Site visit will be held on 10/10/2023 at 10.00am at Gampola Commercial Centre, Nuwara Eliya Road, Gampola
- The Bids shall be valid until 23/04/2024. (180 days)
- All Bids should accompany with a proposal security (Bid security) of LKR 1,000,000/- (One Million Sri Lankan Rupees) issued by a Commercial Bank, registered in Central Bank of Sri Lanka in accordance with the Specimen form of bid security attach with the documents.
- Bid security shall be valid up to 23/05/2024 (210 days)
- Sealed Bids shall be delivered to the Office of the Ministry of Road Development, Transport Power & Energy and Housing & Construction of Central Province, No 109, Yatinuwara Street, Kandy to receive on or before 02.00 p.m .on 27/10/2023
- Bidder should submit documents of financial assets with the bid documents in separate sealed cover.
- The Lease period is limited to 15 years from the date of lease agreement and the selected bidder shall enter into a lease agreement subjected to rates terms and conditions stipulated by the Provincial Road Development Authority in accordance with the bid documents.
- General Information and Technical Proposal will be opened soon after the closing of acceptance of bids at the Ministry of Road Development, Transport Power & Energy and Housing & Construction of Central Province and the bidders and/or their designated representatives who choose to attend are requested to be present at the opening of bids.
- The owner and/ or the Chairman of Procurement Committee, is entitled to reject or accept any bid received without assigning reasons for same.
